Opening hearings, Chairperson of the Committee Artur Palatnyi said that the State Programme for providing youth with housing in 2013-2017 actually does not function due to the lack of funds in the State Budget for its financing. No funds are stipulated in the 2015 State Budget for youth housing credit in 2015.
According to the Committee Chair, apart from more than one million of
persons not provided with dwelling, we have in-migrants from Crimea
and ATO zone, as well as the citizens whose dwelling in eastern regions was
destroyed in the result of military activities. He said that at present, regulatory environment in the field of providing young citizens and young families with the right to shelter requires significant refinement.
Participants of hearings stressed also that “during such complicated time when the youth has itself opened the European way for better life in our country, investment in youth is the most perspective investment into the future of Ukraine,”
Chairperson of “Derzhmolodzhytlo” Fund Leonid Rysukhin attached attention of those present to the fact that lack of funds for the Youth Housing Program in the State Budget has resulted in a number of appeals from the public.
It was stressed that “the state fails to secure efficient functioning of the system of relations between the youth and the state, which should have secured implementation of rights of every Ukrainian citizen.” Participants of hearings believe that the key problem today lies in the lack of funds for Youth Housing Program in 2015.
Following the results of discussion, participants of hearings made several
recommendations to the Verkhovna Rada, the Cabinet of Ministers, as well as
local councils and state administrations.
